Even milk is not used directly because mixing watermelon and milk together is not considered the right option. Instead, if you want, you can make a watermelon smoothie by adding low-fat yogurt.
To make watermelon milkshakes, pour cold melon pieces, condensed milk, water, vanilla extract (optional), etc. in the food processor.
If you want to use milk, then keep in mind that this milk must be boiled and cooled. That is, after boiling the milk, keep it in the fridge for at least 4-5 hours.

1 cup melon pieces (without seeds)
1/4 cup condensed milk or 2 cups milk
1.5 cups of water (only using condensed milk)
1/2 vanilla extract (optional)

Sugar as per taste (if using milk)
